Build a NIST 800-161 supply chain risk programme with less effort
NIST SP 800-161 Rev. 1, Cybersecurity Supply Chain Risk Management Practices for Systems and Organizations, is NIST's guidance on managing cybersecurity risk throughout the supply chain. It integrates C-SCRM into enterprise risk management at three levels (enterprise, mission and business process, and operational) and adds supply chain controls built on NIST SP 800-53 Rev. 5. Rev. 1 was published in May 2022, with Update 1 issued on 1 November 2024.
Is NIST 800-161 right for your organisation?
US federal agencies use NIST SP 800-161 Rev. 1 to run their C-SCRM programmes, and its controls are commonly passed down to prime contractors and their suppliers. Technology vendors, cloud providers and manufacturers selling into the US government adopt it when customers ask for evidence of supply chain risk management. Any organisation that relies heavily on third-party software, hardware or services can use it as a structured C-SCRM framework.
Adopting it is voluntary, though customers and auditors often expect it.

OneClickComply makes it simple
NIST SP 800-161 Rev. 1 is mapped in OneClickComply's control library and is available on request, so you can reuse controls and evidence you already hold for NIST SP 800-53, ISO 27001 or SOC 2. Vendor risk management, the risk register and AutoComplete policy generation support the supplier assessments, C-SCRM policies and plans the guidance describes. Automated evidence collection and continuous monitoring keep the technical controls current, with Ask an Auditor available for expert guidance.
Requirements covered
Three main sections (introduction, integrating C-SCRM into enterprise risk management, and critical success factors) plus appendices, with C-SCRM controls in Appendix A across all 20 NIST SP 800-53 Rev. 5 control families and a summary in Appendix B showing the C-SCRM baseline, flow-down controls and Levels 1 to 3.

NIST 800-161 FAQs
What is NIST SP 800-161 Rev. 1?
NIST SP 800-161 Rev. 1 is NIST guidance titled Cybersecurity Supply Chain Risk Management Practices for Systems and Organizations. It helps organisations identify, assess and mitigate cybersecurity risks throughout their supply chains, including counterfeit, tampered or poorly developed products and services. It integrates C-SCRM into enterprise risk management at three levels and provides supply chain controls based on NIST SP 800-53 Rev. 5.
Who needs to comply with NIST SP 800-161?
NIST SP 800-161 is written primarily for US federal agencies, which use it to build their cybersecurity supply chain risk management programmes. Agencies often pass its controls down to prime contractors, who in turn flow them to sub-tier suppliers through contracts. For other organisations it is voluntary, but it is widely used as a reference framework for managing supplier and third-party technology risk.
Is NIST SP 800-161 mandatory?
No, NIST SP 800-161 Rev. 1 is guidance rather than law. However, US federal agencies are expected to manage supply chain risk, and this publication is NIST's main guide for doing so, so its controls often appear in federal contracts. When a contract includes C-SCRM requirements based on it, meeting them becomes a contractual obligation for the supplier rather than a legal one.
How is NIST SP 800-161 structured?
NIST SP 800-161 Rev. 1 has three main sections: an introduction, guidance on integrating C-SCRM into enterprise-wide risk management, and critical success factors. Appendix A sets out C-SCRM controls across the 20 NIST SP 800-53 Rev. 5 control families. Appendix B summarises them, marking the C-SCRM baseline, flow-down controls and the enterprise levels they apply to, and later appendices cover risk exposure, templates and FASCSA.
How does NIST SP 800-161 relate to NIST SP 800-53?
NIST SP 800-161 Rev. 1 builds directly on NIST SP 800-53 Rev. 5. It selects the 800-53 controls and enhancements relevant to supply chain risk, adds supply chain specific guidance to them, and adds a small number of its own controls. If you already implement NIST SP 800-53, much of your existing control evidence will carry over to 800-161.
How does NIST SP 800-161 compare with ISO 27001?
NIST SP 800-161 focuses specifically on cybersecurity supply chain risk, while ISO 27001 is a certifiable standard for a whole information security management system. ISO 27001 includes supplier relationship controls, but in less depth. Organisations certified to ISO 27001 can reuse their supplier management, access control and risk processes as a foundation, then add the deeper C-SCRM practices that 800-161 describes.
What changed in NIST SP 800-161 Rev. 1 Update 1?
Update 1, published on 1 November 2024, is a set of corrections and clarifications rather than a new revision. It removed a confusing table on C-SCRM in the procurement process, updated references to NIST CSF 2.0 and newer SP 800-160 volumes, added a semiconductor supply chain risk example, added references such as IEC 62443-4-1, and corrected cross-references in the Appendix A controls.
Does OneClickComply support NIST SP 800-161 Rev. 1?
Yes, on request. NIST SP 800-161 Rev. 1 is mapped in OneClickComply's control library and available on request, rather than live as a standard framework today. Once enabled, you can reuse evidence from frameworks such as NIST SP 800-53, ISO 27001 and SOC 2, and use vendor risk management, the risk register and policy generation to support your C-SCRM programme.
