Meet the NIST 800-53 High baseline with less manual effort
NIST 800-53 High is the high-impact control baseline in NIST SP 800-53B, listing the 370 SP 800-53 Rev. 5 controls and enhancements a high-impact system must implement. It covers systems categorised as high impact under FIPS 199, where a breach could have a severe or catastrophic effect. It builds on the moderate baseline by adding 83 further controls and enhancements.
Is NIST 800-53 High right for your organisation?
US federal agencies must apply the high baseline to systems categorised as high impact, typically those supporting critical operations, law enforcement, emergency services, finance or health data. Cloud service providers pursuing FedRAMP High, and contractors running high-impact systems for agencies, inherit it through authorisation and contract requirements. Some private organisations also adopt it voluntarily as the most demanding NIST benchmark.
It is usually required by customers, partners or schemes rather than by law.

OneClickComply makes it simple
NIST SP 800-53B high baseline content is mapped in OneClickComply's control library and available on request, rather than being a live self-serve framework today. Once enabled, the high-baseline controls sit alongside your existing frameworks, so evidence collected for ISO 27001, SOC 2 or the moderate baseline is reused. Automated evidence collection, continuous monitoring and our in-house auditors then help you work through the extra high-impact enhancements, such as penetration testing, alternate sites and real-time log alerting.
Requirements covered
370 controls and enhancements (188 base controls) across 18 of the 20 SP 800-53 Rev. 5 families, including 83 added beyond the moderate baseline.
Manual NIST 800-53 High vs. OneClickComply
- Tracking 370 controls and enhancements in spreadsheets across 18 families
- Working out which 83 extra enhancements apply on top of an existing moderate programme
- Gathering screenshots of log, configuration and access settings for every assessment
- Finding out about control drift only when the next assessment or continuous monitoring report is due
- Writing and maintaining policies and plans for contingency, incident response and supply chain by hand
- One control set in OneClickComply, with the high baseline mapped to frameworks you already hold
- Clear view of the high-only enhancements so effort goes where the gap actually is
- Evidence collected automatically from connected tools and stored against each control
- Continuous monitoring that alerts you as soon as a monitored control falls out of line
- AutoComplete policies generated from your real environment and kept ready for review

NIST 800-53 High FAQs
What is the NIST 800-53 high baseline?
The NIST 800-53 high baseline is the set of security controls in NIST SP 800-53B for systems categorised as high impact under FIPS 199. It contains 370 controls and enhancements drawn from SP 800-53 Rev. 5 across 18 control families. It is the most demanding of the three security baselines, and is used where losing confidentiality, integrity or availability would cause severe or catastrophic harm to operations, assets or individuals.
How many controls are in the NIST 800-53 high baseline?
The NIST SP 800-53B high baseline contains 370 controls and control enhancements, made up of 188 base controls and their selected enhancements. That compares with 287 in the moderate baseline and 149 in the low baseline. The 83 high-only items include stronger audit logging, alternate processing and storage sites, penetration testing, developer architecture requirements and additional system monitoring enhancements.
Who has to use the high baseline?
US federal agencies must apply the high baseline to any information system categorised as high impact using FIPS 199, as required by FIPS 200 and federal policy. Cloud providers seeking FedRAMP High authorisation and contractors operating high-impact systems for agencies inherit it through their authorisation or contract. Private organisations outside those routes are not required to use it, but some adopt it voluntarily for critical systems.
What is the difference between the moderate and high baselines?
The high baseline includes every moderate baseline control plus 83 more controls and enhancements. The additions focus on resilience and assurance: alternate processing and storage sites, recovery within defined time periods, real-time audit failure alerts, independent penetration testing, developer security architecture, fail-secure behaviour and wider system monitoring. The choice depends on the FIPS 199 impact level, which takes the highest impact across confidentiality, integrity and availability.
Which control families are in the high baseline?
The high baseline draws on 18 of the 20 SP 800-53 Rev. 5 control families, from Access Control to Supply Chain Risk Management. The Program Management family is not allocated to baselines because its controls apply organisation-wide, and the PII Processing and Transparency family is covered by the separate privacy baseline. Access Control, Contingency Planning and Configuration Management carry the most high-baseline controls and enhancements.
How does the NIST 800-53 high baseline relate to FedRAMP High?
FedRAMP High is built on the NIST SP 800-53 Rev. 5 high baseline, with additional FedRAMP-specific controls, parameter values and requirements for cloud services. A cloud provider pursuing FedRAMP High must therefore implement the NIST high baseline as a minimum, then meet FedRAMP's extra requirements and complete an assessment by an accredited third-party assessment organisation before authorisation.
How does the high baseline relate to ISO 27001 and SOC 2?
There is significant overlap but no one-to-one equivalence. ISO 27001 and SOC 2 cover many of the same themes, such as access control, logging, incident response and supplier management, but the NIST high baseline is far more prescriptive and adds high-assurance requirements. Evidence from an ISO 27001 or SOC 2 programme can support many high-baseline controls once the mapping is done.
Does OneClickComply support the NIST 800-53 high baseline?
Yes, on request. The NIST SP 800-53B high baseline is mapped in OneClickComply's control library and can be enabled for your account, but it is not yet a live self-serve framework. Once enabled, controls are linked to your existing frameworks, evidence is collected from connected tools, and our in-house auditors can advise on tailoring and assessment preparation. OneClickComply does not grant authorisations or ATOs.
