Meet the NIST 800-53 Moderate baseline with evidence on autopilot
The NIST SP 800-53B moderate baseline is the set of 287 security controls and control enhancements from NIST SP 800-53 Rev. 5 that federal systems categorised as moderate impact must implement as a starting point. It sits between the low and high baselines and is the most widely used of the three, covering 177 base controls across 18 control families. Organisations then tailor it to their system, risk and any overlays that apply.
Is NIST 800-53 Moderate right for your organisation?
US federal agencies need it for any information system categorised as moderate impact under FIPS 199, which is most federal systems handling sensitive but unclassified data. Contractors, cloud service providers and software suppliers meet it through agency authorisations, contract clauses and FedRAMP Moderate, which builds on this baseline. UK and other non-US companies typically encounter it when selling into US government supply chains.
It is a legal or regulatory requirement for organisations in scope.

NIST 800-53 Moderate FAQs
What is the NIST 800-53 moderate baseline?
The NIST 800-53 moderate baseline is the set of security controls that NIST SP 800-53B selects for moderate-impact information systems. It contains 287 controls and control enhancements from SP 800-53 Rev. 5, spread across 18 families such as Access Control, Incident Response and Configuration Management. It is a starting point that organisations tailor to their own system, risk and operating environment.
How many controls are in the NIST 800-53 Rev. 5 moderate baseline?
The Rev. 5 moderate baseline contains 287 controls and enhancements: 177 base controls and 110 control enhancements. That compares with 149 in the low baseline and 370 in the high baseline. NIST's August 2025 release 5.2.0 of SP 800-53B made no changes to the baselines, so the moderate count is unchanged since 2020.
What makes a system moderate impact?
A system is moderate impact when the loss of confidentiality, integrity or availability could have a serious adverse effect on an organisation's operations, assets or individuals. Agencies categorise systems using FIPS 199 and the information types in SP 800-60, and the highest impact level across the three security objectives sets the baseline, so one moderate rating is enough to require the moderate baseline.
Who must comply with the NIST 800-53 moderate baseline?
US federal agencies must apply it to moderate-impact systems under FISMA and OMB Circular A-130. Contractors and service providers that operate systems on an agency's behalf are usually required to meet it through contract terms and the agency's authorisation process. Private companies outside federal work are not legally bound by it, but some adopt it voluntarily as a rigorous control set.
How does the moderate baseline relate to FedRAMP Moderate?
FedRAMP Moderate is built on the NIST SP 800-53 Rev. 5 moderate baseline, with additional FedRAMP-specific controls, parameter values and guidance for cloud services. If you meet the NIST moderate baseline you have covered most of the groundwork, but a FedRAMP authorisation still requires the FedRAMP baseline, a third-party assessment by an accredited assessor and FedRAMP's own documentation.
How does the 800-53 moderate baseline compare with ISO 27001?
Both are risk-based security control sets, and NIST publishes a mapping between SP 800-53 and ISO/IEC 27001. The moderate baseline is far more prescriptive, with 287 specific controls and enhancements, while ISO 27001 is a certifiable management system standard with 93 Annex A controls. Organisations doing both can reuse much of the same evidence across the two.
How long does it take to implement the moderate baseline?
It depends on your starting point, system scope and how much you must tailor, so there is no fixed timeline. Organisations with mature ISO 27001 or SOC 2 programmes usually have a head start on many families, while physical, supply chain and contingency planning controls often need new work. A gap assessment against the 18 families is the quickest way to estimate effort.
Does OneClickComply support the NIST 800-53 moderate baseline?
Yes, on request. The NIST SP 800-53B moderate baseline is mapped in OneClickComply's control library and available on request rather than live as a standard option. Once enabled, it uses the same automated evidence collection, continuous monitoring, policy generation and control mapping as our other frameworks, and our in-house audit team can guide you through tailoring and assessment preparation.
