Map your controls to Saudi Arabia's NCA ECC with less effort
NCA ECC-1:2018 is the first edition of Saudi Arabia's Essential Cybersecurity Controls, the minimum cybersecurity requirements published by the National Cybersecurity Authority. It sets 114 controls across five domains: governance, defence, resilience, third-party and cloud security, and industrial control systems.
- Issued by
- National Cybersecurity Authority (NCA), Kingdom of Saudi Arabia
- Edition
- ECC-1:2018, the first edition
- Latest version
- ECC-2:2024, which moves the ICS domain to the separate Operational Technology Cybersecurity Controls (OTCC)
- Structure
- 5 main domains, 29 subdomains and 114 main controls
Is NCA ECC right for your organisation?
The NCA has since issued ECC-2:2024, which updates and replaces this edition.
The controls apply to Saudi government agencies, including ministries and authorities, their companies and entities, and private sector organisations that own, operate or host Critical National Infrastructure. Suppliers and cloud providers serving these entities are often asked to show ECC alignment through contracts. Organisations with programmes built on ECC-1:2018 still use it as a baseline while moving to ECC-2:2024.
How OneClickComply helps with NCA ECC
ECC-1:2018 is supported in OneClickComply today, so your existing ISO 27001 or SOC 2 controls can be traced to each ECC subdomain. Automated evidence collection, AutoComplete policies and continuous monitoring then show where you meet the controls and where gaps remain, with in-house auditors on hand for questions.
Requirements covered
114 main controls, many with sub-controls, organised into 29 subdomains across 5 main domains, from cybersecurity governance (1) to industrial control systems (5).
Manual NCA ECC compliance vs OneClickComply
Doing it manually
- Reading 114 controls and their sub-controls and working out which apply to you
- Writing and approving policies for every subdomain from blank documents
- Chasing screenshots from IT teams to prove access, logging and patching controls
- Tracking third-party and cloud provider compliance in scattered spreadsheets
- Redoing the mapping by hand when the NCA updates the controls
With OneClickComply
- Each ECC subdomain mapped to clear, owned controls in one place
- AutoComplete policies generated from your real environment, ready to review
- Evidence collected automatically from connected tools and logged over time
- Vendor risk management keeps supplier and cloud reviews in one register
- Control mapping carries your evidence across to ECC-2:2024 and other frameworks
Everything you need for NCA ECC
All 29 ECC-1:2018 subdomains mapped to controls you can track and evidence
AutoComplete cybersecurity policies and procedures built from your environment
Automated evidence for access, logging and vulnerability controls from 13,000+ integrations
Risk register to support the cybersecurity risk management subdomain (1-5)
Vendor risk management for third-party and cloud cybersecurity (4-1 and 4-2)
Control mapping so ECC work also counts towards ISO 27001, SOC 2 and ECC-2:2024
Three steps to NCA ECC compliance
Connect and scan
Connect your cloud, identity and SaaS tools. OneClickComply checks them against NCA ECC and shows which controls pass and which fail.

What is NCA ECC-1:2018?
NCA ECC-1:2018 is the first edition of the Essential Cybersecurity Controls issued by Saudi Arabia's National Cybersecurity Authority. It sets the minimum cybersecurity requirements for national entities in scope, with 114 controls across 29 subdomains in five domains: governance, defence, resilience, third-party and cloud computing, and industrial control systems. It was built from national and international standards, analysis of past incidents and consultation with national entities.
Who must comply with the NCA Essential Cybersecurity Controls?
Government agencies in Saudi Arabia, including ministries, authorities and establishments, must comply, along with their companies and entities and private sector organisations that own, operate or host Critical National Infrastructure. The NCA encourages all other organisations in the Kingdom to use the controls as good practice. Suppliers to in-scope entities are often asked to meet relevant controls through contracts.
Is ECC-1:2018 still current?
No. The NCA has published ECC-2:2024, which updates ECC-1:2018. The new edition has four main domains and 28 subdomains, because the industrial control systems domain moved to the Operational Technology Cybersecurity Controls (OTCC). It also removed data localisation and some data classification controls, which now sit with the National Data Management Office. Most governance and defence subdomains carry over.
What are the five domains of ECC-1:2018?
The five main domains of ECC-1:2018 are Cybersecurity Governance (10 subdomains), Cybersecurity Defense (15 subdomains), Cybersecurity Resilience (1 subdomain), Third-Party and Cloud Computing Cybersecurity (2 subdomains) and Industrial Control Systems Cybersecurity (1 subdomain). Together they contain 29 subdomains and 114 main controls, many broken down further into sub-controls.
How does NCA ECC relate to ISO 27001?
NCA ECC and ISO 27001 overlap heavily, covering risk management, access control, cryptography, logging, incident management, physical security and supplier security. ISO 27001 is a voluntary, certifiable international standard, while ECC is a mandatory national control set for in-scope Saudi entities. ECC also has local requirements, such as filling cybersecurity roles with qualified Saudi professionals, so ISO 27001 certification alone does not prove ECC compliance.
Is there an NCA ECC certification?
There is no ECC certificate in the way ISO 27001 has one. In-scope entities must implement the controls that apply to them, and the NCA monitors compliance of government and non-government entities. Many organisations run internal audits and periodic reviews, which ECC itself requires under subdomain 1-8, Periodical Cybersecurity Review and Audit, to show where they stand.
How do you comply with NCA ECC?
Start by confirming your entity is in scope and which controls apply, for example cloud controls only apply if you use cloud services. Then run a gap assessment against each subdomain, write the required policies, assign a cybersecurity function and roles, fix technical gaps, collect evidence and review compliance periodically. Most organisations now plan directly against ECC-2:2024.
Does OneClickComply support NCA ECC-1:2018?
Yes. ECC-1:2018 is supported in OneClickComply today. Your existing controls, policies and evidence can be traced to each ECC subdomain, and control mapping lets the same evidence count towards ISO 27001, SOC 2 and other frameworks you follow. Automated evidence collection and continuous monitoring show where gaps remain.
