Prepare for GovRAMP Moderate with evidence that collects itself
GovRAMP Moderate is the GovRAMP impact level for cloud products that store or process moderate-impact government data, where a loss of confidentiality, integrity or availability would have a serious adverse effect. It is built on the NIST SP 800-53 Rev. 5 Moderate baseline and is the level most state and local government cloud contracts ask for. Providers demonstrate it through GovRAMP Core, Ready or Authorized verification.
Is GovRAMP Moderate right for your organisation?
Cloud service providers and SaaS vendors need GovRAMP Moderate when a participating state, local, tribal or education body requires it for a product that handles data classed as moderate impact, such as personal or other sensitive but not mission-critical information. It usually becomes necessary at bid or contract renewal, and buyers check status on the GovRAMP Program Participants List.
It is usually required by customers, partners or schemes rather than by law.

OneClickComply makes it simple
GovRAMP Moderate is mapped in OneClickComply's control library and available on request, so your NIST SP 800-53 Rev. 5 controls can be tracked alongside the frameworks you already hold. Automated evidence collection, AutoComplete policies and continuous monitoring help you build the documentation your System Security Plan and 3PAO assessment depend on, and support the ongoing continuous monitoring GovRAMP expects after verification.
Requirements covered
NIST SP 800-53 Rev. 5 controls and enhancements aligned to the Moderate baseline, organised into control families such as Access Control, Audit and Accountability, Configuration Management and Incident Response, with a 60-control Core subset.
Manual GovRAMP Moderate vs. OneClickComply
- Working through hundreds of NIST SP 800-53 controls and enhancements in spreadsheets
- Writing a System Security Plan by hand that drifts from how systems are really configured
- Chasing screenshots and exports from every cloud and SaaS console before the 3PAO arrives
- Tracking POA&M items manually against GovRAMP's remediation deadlines
- Rebuilding the same evidence for each government buyer, FedRAMP and SOC 2
- Moderate baseline controls organised by family, with owners and status in one place
- Policies generated from your real environment to support your System Security Plan
- Evidence pulled automatically from connected tools and admin consoles, ready for review
- Continuous monitoring flags drift early, so remediation items are visible and tracked

GovRAMP Moderate FAQs
What is GovRAMP Moderate?
GovRAMP Moderate is the GovRAMP impact level for cloud products that handle moderate-impact government data, meaning a breach would have a serious adverse effect on a government's operations, assets or individuals. It is based on the NIST SP 800-53 Rev. 5 Moderate baseline. Providers can demonstrate it through Core, Ready or Authorized verification, and verified products appear on GovRAMP's Program Participants List for buyers to check.
Who needs GovRAMP Moderate?
Cloud and SaaS providers need GovRAMP Moderate when a participating state, local, tribal or education organisation requires it for a product handling moderate-impact data. It is not a law, so the obligation comes from procurement policies and contracts. Buyers typically decide the impact level from the sensitivity of the data the product will hold, and GovRAMP publishes a data classification tool to help providers work out where they sit.
What is the difference between GovRAMP Core, Ready and Authorized at Moderate?
They are increasing levels of assurance against the Moderate baseline. Core confirms 60 prioritised NIST controls, validated by the GovRAMP PMO without a 3PAO. Ready is an independent 3PAO assessment against a defined set of minimum mandatory requirements, validated by the PMO. Authorized is the highest level, confirming full compliance with all required Moderate controls, and Provisionally Authorized covers products with limited outstanding conditions.
What happens if you do not have GovRAMP Moderate?
There are no fines, because GovRAMP is a contractual programme rather than a regulation. The consequence is commercial: governments that require GovRAMP Moderate may exclude your product from bids or decline to renew contracts until you reach the required status. After verification, failing continuous monitoring obligations or missing remediation deadlines can put your status at risk.
How does GovRAMP Moderate relate to FedRAMP Moderate?
Both use the NIST SP 800-53 Rev. 5 Moderate baseline, so the control sets overlap heavily. FedRAMP serves US federal agencies, while GovRAMP serves state, local and education bodies. GovRAMP publishes a Federal Overlay that aligns its impact levels with FedRAMP Rev. 5, which helps providers reuse assessment work across both programmes.
Does GovRAMP Moderate require data to be hosted in the United States?
No. GovRAMP states that it does not impose geographic hosting requirements for data at the Low or Moderate impact levels. Individual government buyers can still set their own residency terms in contracts, so check the procurement documents. If you also follow the CJIS-aligned Moderate package for criminal justice data, additional requirements from that overlay may apply.
How does GovRAMP Moderate compare with ISO 27001 and SOC 2?
GovRAMP Moderate is more prescriptive. ISO 27001 certifies a risk-based management system and SOC 2 is an attestation report against trust services criteria, while GovRAMP Moderate tests specific NIST SP 800-53 controls with a System Security Plan and 3PAO assessment. Much of the underlying work overlaps, such as access control, logging and incident response, so evidence can be reused across all three.
Does OneClickComply support GovRAMP Moderate?
GovRAMP Moderate is mapped in OneClickComply's control library and is available on request. OneClickComply helps you prepare by collecting evidence automatically, generating policies, monitoring controls and mapping them to frameworks you already hold. It does not grant GovRAMP status: verification comes from an approved 3PAO and the GovRAMP PMO, and our in-house audit team can guide your preparation.
